Most of what you will read about WhatsApp API pricing is out of date

If a guide describes your WhatsApp bill in terms of 24-hour conversations, it is describing a model Meta retired. Since 1 July 2025 the WhatsApp Business Platform bills per message rather than per conversation, with template messages charged on delivery. This matters for Singapore buyers because a large share of the comparison content still circulating — including vendor pages and agency blog posts — was written against the old model and quietly overstates or understates cost depending on your mix.

The current model prices by message category. Marketing templates are charged whenever they are delivered. Utility templates and authentication templates are charged at lower rates. Service messages, meaning replies inside an open customer-service window, have been free — and that is the part about to change.

The 1 October 2026 change worth re-forecasting for

Meta has announced that from 1 October 2026 free service messaging ends. Messages sent by human agents or by AI within the 24-hour customer service window become billable, and utility templates sent inside that window are billed at utility and authentication rates rather than being free. Meta has stated that the exact new rates will be published before 1 September 2026.

For a Singapore business, the practical consequence depends entirely on your mix. A team using WhatsApp mostly to send outbound marketing templates will barely notice, because those were already billed. A team running customer service on WhatsApp — where most of the volume is agents replying inside the window, and where the current cost is effectively zero — is looking at a new line item where there was none. If that is you, model it now rather than in October. It is also worth reviewing before you commit to a WhatsApp volume contract with any vendor, because a bundle priced against the old free-service assumption will not age well.

The lever hiding in that table is categorisation. An appointment reminder registered as a marketing template costs several times what the same message costs registered as utility. Teams that audit their template categories usually find at least one recurring send in the wrong bucket, and fixing it is a one-afternoon exercise with a permanent effect on the bill. The technical connection takes ten to fifteen minutes through the in-app wizard. Three things reliably take longer. Meta Business verification requires business documentation and runs on Meta's timetable, not yours — sometimes same day, sometimes much longer, so do not schedule a campaign against an unverified account. The number itself cannot already be registered to the consumer WhatsApp or WhatsApp Business app, which catches out teams intending to promote a salesperson's existing number. And display names are reviewed, so a name that does not correspond to your registered business invites a rejection cycle.

The organisational change is larger than the technical one. Moving from a salesperson's personal WhatsApp to a shared Business number means conversation history stops walking out of the door when someone resigns, and it means a manager can see the pipeline and the thread together. That is the actual reason most Singapore SMBs do this, and it is worth more than the messaging cost either way.
