Data layer or execution layer
This is the cleanest way to frame the choice. One is closer to a workspace for building and enriching target lists; the other is closer to a platform for finding and contacting people at volume. Teams with strong operations capability often want the first; teams with representatives to keep busy often want the second.
The skills each assumes
Workflow-heavy tools need someone who will build. If that person exists, output can be excellent. If they do not, the subscription becomes an expensive list downloader. Match the tool to the team you have rather than the team you intend to hire.
Breadth versus depth
Depth in data assembly, or breadth across find-and-contact. Neither replaces a CRM, and both leave you responsible for what happens after a reply, which is where most outbound value is quietly lost.
Implementation effort
A prospecting platform can be producing sequences within days. A workflow-based enrichment tool takes longer before it produces anything, then scales better once built. Budget the difference honestly, particularly if the quarter has already started.
Channel coverage and geography
Outbound tooling is generally strongest on email, with calling and messaging varying by vendor and region. If you sell in markets where prospects reply on WhatsApp rather than email, check where that reply is captured, because a conversation that begins outside your stack usually stays outside it.
