Work arrives from family groups with several operating companies, from free zone entities in areas such as DMCC, JAFZA and DIFC, and from contracting and hospitality businesses hiring in volume. Referral and reputation carry more weight than outbound campaigns, so an agency that loses track of a satisfied HR manager loses the next three mandates too.
Most candidates are not in the country yet
Shortlists routinely mix candidates in India, the Philippines, Pakistan, Egypt, the Levant and Europe with a smaller pool already on a residence visa. That single fact reshapes the whole desk: interviews run across time zones, availability depends on passport validity and current visa status, and the joining date is set by paperwork rather than by a notice period.
The fee is earned after the offer, not at it
Between an accepted offer and a first day sit certificate attestation, a medical fitness test, an entry permit, Emirates ID and a signed labour contract. Weeks pass. Candidates receive competing offers during that window, and clients ask for status updates the agency often cannot give.
