Why the phrase fails as a project
Announced as an objective, single source of truth has no completion criteria. There is always another system holding a version of something, another spreadsheet, another field somebody edits in two places. Projects framed this way tend to run until attention moves elsewhere, at which point the organisation concludes that data governance is hard and stops.
Framed as a set of field-level decisions, the same idea is finishable. Which system decides the customer address. Which decides the agreed price. Which decides whether an order has shipped. Each is a five-minute conversation, and the resulting page is short enough that people will actually read it.
