Two rulebooks, not one
The first source of confusion is that teams treat WhatsApp opt-in as a single requirement. It is two. The messaging platform sets its own policy about what permission it expects before a business initiates contact, and enforces it through message quality and account standing. Separately, the law where you and your recipients are located sets its own rules about consent and commercial communication.
Satisfying platform policy does not discharge your legal obligations, and satisfying local law does not protect your account standing. In practice the safest approach is to design for whichever is stricter and record enough to demonstrate both.
