Every price has a shelf life
Panels, inverters, cabling and structures are imported, so the number a company quotes is exposed to exchange movement, freight and clearance the moment it is issued. A proposal that sits for two months while a board deliberates can become a loss-making contract on the day it is accepted. Grid connection adds its own wait, since a system that exports under net metering needs approval from the utility, and that file moves at its own pace regardless of how eager the customer has become.
