What each dialing mode actually does
Power dialing is one call per free agent
A power dialer keeps a queue and dials the next record whenever a specific agent finishes with the previous one. The ratio is always one to one. The agent never waits for a list to load and the customer never answers to silence, because the call would not have been placed if nobody were available.
Predictive dialing is a forecast about availability
A predictive dialer places multiple calls simultaneously across a pool of agents, using live estimates of how many will be answered and how long each conversation will last. It is trying to have a connected customer waiting at the precise moment an agent becomes free. It is a statistical bet, and like any bet it is sometimes wrong.
