The enquiry is a comparison, and the clock started before you saw it
Somebody planning a holiday sends the same message to four agencies and an online platform, usually late in the evening. The agency that replies first with something concrete gets to have the conversation, and the conversation is where a travel consultant actually beats a booking website. Everything else in this routine is downstream of that first response, which is why time to first itinerary is the number worth arguing about internally.
The second thing that decides the outcome is the shape of the follow-up. Travel enquiries go quiet for real reasons: leave has not been approved, a relative has not confirmed, the budget is being discussed at home. A follow-up that supplies information keeps the enquiry alive through that period. A follow-up that asks for a decision ends it.
