What American enterprises actually mean when they search this
The request usually arrives from one of two directions. Either a regional business, in Latin America, the Gulf, Southeast Asia or Europe, has been running customer conversations on messaging for years and has now been pulled into a central platform review, or a US-headquartered function has discovered that field teams are messaging customers from personal phones because the sanctioned stack offers nothing usable outside the country. Both are governance problems wearing a technology costume.
Be honest about the domestic case first
For customers inside the United States, WhatsApp is rarely the right primary channel. Phone, email and SMS still carry most commercial conversation, and swapping them for a channel with template approval and per-conversation charges from Meta makes the workflow slower and more expensive without making the customer happier. The strong cases are international and community based: cross border logistics, travel, education recruitment, remittances, healthcare serving immigrant populations, and any company whose suppliers or field partners are outside the country. Deciding this before you buy saves a programme that would otherwise be measured against a channel its customers never wanted.
