Empanelment is a process, not an outcome
Most Indian employers of any size run a vendor empanelment process before a single requirement is shared. There is a capability presentation, a commercial discussion, an agreement, a vendor code and only then a first mandate. Firms celebrate the vendor code and then discover that being on the list produces nothing at all unless someone works the hiring managers behind it.
The hiring manager and the procurement contact want different things
A hiring manager wants shortlists that close a role before the quarter ends. Talent acquisition wants process discipline and reasonable turnaround. Procurement wants the lowest defensible percentage and clean paperwork. Tracking only one of the three is how a firm ends up with a signed agreement and no mandates, or a stream of requirements and an unresolved rate dispute.
