Two businesses, one price list
A salon quotes for two quite different things. There is the chair business, where a client asks what a treatment will cost and the honest answer depends on hair that nobody has examined yet. And there is the occasion business, where a client is booking a team for a specific day months in advance, and the commercial question is about commitment rather than about price.
Both are usually handled with the same rate card and the same informal quoting habits, which is why both produce the same recurring disagreements. The chair business argues at the mirror; the occasion business argues at the venue.
