What open source CRM means
The phrase describes the licence, not the price or the delivery model. An open source CRM publishes its source code under a licence that lets you read it, run it and usually change it. People searching for a free CRM program or CRM freeware often mean one of two things: software they can install themselves at no licence cost, or a hosted product with a free tier. Those are different purchases. The first gives you control and puts the operations work on you. The second gives you a login and puts the operations work on the vendor.
Most open source CRMs are self-hosted. You rent a server or use your own, install the application and a database, point a domain at it, configure email and keep it running. Many projects also offer a managed cloud edition, paid support, paid extensions or a commercial edition, because the people who write the code need income. That is a normal business model and not a criticism. It does mean the question to ask is not "is the code free" but "who runs it, and what does that cost me".
