An enterprise CRM licence is one line in a bigger estate
When a CRM is part of a wider business platform, the application licence is rarely the whole purchase. Around it sit different licence classes for different user types, capacity for the low-code automation platform, database and file storage, non-production environments, connector classifications, and a partner who builds and maintains the result. Every line is reasonable. Budgeting only for the application is what produces the gap between the quote and the project.
Start with the org chart, not the price list
Split your users by what they actually do. Owners of records and pipeline need full access. People who approve a discount or open a dashboard often do not. Ask which licence class covers each behaviour and get it in writing. This exercise usually reduces the total more than any negotiation on the headline rate.
